A Tool for Evidence-Based Transitional and Recovery Programming. A Research Partnership Between IOM South Sudan and Duke University (December 2025)

The Fragility Index measures subnational variation in six dimensions of fragility — economic, environmental, human, political-legal, security, and societal — using original household survey data from South Sudan. It builds on the 2023 pilot study and was produced with a Duke Bass Connections team, whose members co-authored the individual chapters. IOM is adapting the Index for use in other conflict-affected countries.
